Forty miles south of here at a long-defunct nuclear fuel reprocessing plant, the state and federal governments are on the verge of a decision about how much removal of the buried nuclear wastes will be done. Will the cleanup protect our water and health? The Congressional West Valley Demonstration Project Act of 1980 declared that the high-level waste would be removed but the devil is in the details.
